How do you decide between self-hosted vs. SaaS-based VOD platforms for launching a video business?

Im planning to start a video-on-demand platform and currently researching different options.

Some vod platform providers like VPlayed offer self-hosted or licensed solutions, while others like Muvi, Vimeo OTT, and Uscreen follow a SaaS subscription model.

Im curious to know  about What are the main differences in terms of control, cost, scalability, and maintenance?
